TRA to Receive Proposals for Lake Livingston Dam Repair

Livingston, Texas-Three pre-approved major contractors are expected to submit proposals for the repair of damage to Lake Livingston Dam from Hurricane Rita within two weeks.

Under a declaration of emergency repair authorization, TRA’s engineers have prepared detailed plans and specifications for the restoration of the large rock protective surface (riprap) on the upstream slope of the dam. It is anticipated that repairs will take six months to complete.

TRA’s Board of Directors will award a contract for repairs after the proposals have been evaluated.  This will involve the review of the planning documents and the proposal of the low bidder by the city, state and federal entities that have a vested interest in the repair effort.

During the repair, TRA will continue to operate the lake at a surface elevation of approximately 127 feet above mean sea level compared to the normal pool elevation of 131 msl. The lowered lake level is necessary to allow for inspection and construction activities and also to prevent additional erosion to the exposed upstream face of the dam where the riprap was displaced. The structure of the dam remains stable.

How long it will take for the lake to return to 131 msl after repairs are complete, will be determined by rainfall and runoff from the approximately 15,000 square miles of Trinity River watershed upstream of Lake Livingston Dam.
