Mountain Creek Regional Wastewater System
Construction Project Awarded Matous Construction,
Ltd. Wins Project With $5,479,000 Bid
The Trinity River Authority accepted the low bid of
$5,479,000 from Matous Construction, Ltd. for the
construction of the new, 3.0 million gallon per day
Mountain Creek Regional Wastewater Treatment System
plant.
Matous
Construction, Ltd. has focused exclusively on
construction of water and wastewater treatment
projects since 1992. The company has constructed
several municipal water and wastewater treatment
facilities that are of similar size to the new MCRWS
plant. Previous projects have been constructed for
Bell County and the Cities of Austin and Robinson,
among many others.
Matous Construction, Ltd., headquartered in
Temple, Texas, plans to relocate key people such as
project superintendent William Beach and several
company foremen to Midlothian for the project.
Other construction personnel will be recruited from
the cities of Midlothian, Grand Prairie and
surrounding communities.
Bids were extremely competitive with nine
construction companies submitting bids. Matous’
winning bid was just $9,500 below the second lowest
bidder.
“When the bids are that close it means that
the engineers did an excellent job on the
specifications,” said Bruce Matous, owner and
partner in Matous Construction, Ltd. “The Wallace
Group, Inc. put together a well defined set of
specifications,” he added referring to the design
engineers for MCRWS.

for TRA expects the project to go smoothly. “Matous
comes highly recommended by the engineers and has a
reputation for successfully partnering with project
owners and engineers,” Sanders said.
In fact, Matous is the 2000 Winner for the
Marvin M. Black Excellence in Partnering Award from
the Association of General Contractors for a
recently completed project with the City of Austin.
The national award is given to the firm that best
epitomizes the principles of partnering.
Matous has also won the William H. Feather
Safety Award for the safest work record and safety
program in the nation.
TRA will assume full operation and maintenance
of the new MCRWS plant upon scheduled completion in
March of 2004. After the new wastewater plant is in
operation, TRA will also assume the operation and
maintenance of an existing 0.9 MGD wastewater
treatment plant. The Authority will assume
operation and maintenance of the existing
transportation components of the Mountain Creek
Regional Wastewater System in mid 2003.
TRA entered into a contract with the Cities of
Grand Prairie and Midlothian to form the Mountain
Creek Regional Wastewater System in February 2002.
This regional system will provide the transportation
and treatment of wastewater from these two customer
cities. The City of Venus was added as a customer
city to the system in August 2002.
